Clavicaphobia is the irrational fear of touching or seeing collar bones.
You have two collarbones one each side of your neck. Put your fingers under you chin and run them down the front of your throat till you reach a hollow at the top of you chest - then run your fingers towards your shoulder. The curved bone that you can feel is one of your collarbones.

Yes. Babies are born with collarbones ("clavicles"). In a newborn, however, many of the bones (collarbones included) are very flexible because the bones are not completely hardened yet. The bones in a newborn are more like cartilage than bone at this point. You can feel what cartilage feels like if you feel the flexible structure that forms the tip of your nose. This flexibility makes it easier for the newborn to travel through the very cramped birth canal during delivery.
If you get it , use dermal anchors. Basically they cut a slit and insert the foot of the dermal into that slit. It hurts for some, and not for others. Every piercing is going to hurt but there isn't a way to determine just how badly it will.

The two easiest sites are the inside of the wrist (the radial artery) or the side of the neck just above the collarbones (carotid artery). Whichever one you can find easily and reliably works - there isn't a single best one.
