The negative effects are tied to the fact that they are not protecting themselves and therefor easier get diseases which can give them complications in the future. A part of that is because people are telling them "Don't do it" instead of getting them contraceptives and make sure they are doing it safely and for the right reasons. Of course not all teens are the same and many things can be helped with sex education and just for them to have someone to talk to if they don't feel comfortable talking to their parents.
