"Neutral charge" doesn't exist; the meaning of neutral is zero electrical charge.
Neutral charges
The three types of electrical charges are positive, negative, and neutral. Positive charges are carried by protons, negative charges by electrons, and neutral charges have an equal number of protons and electrons.

the no of positive charges are equal to negative charges (protons = electrons) in any neutral atom.
In a neutral compound, the sum of charges of all cations and anions will be zero. This is because cations have a positive charge and anions have a negative charge, and in a neutral compound, these charges will balance out.

This is known as electrostatic induction. As charged object (say positive) is brought near by the neutral object the opposite charges i.e. negative would get attracted towards and positive charges would be pushed away. Yet the object is neutral though the charges got separated. Now due to attraction of unlike charges the neutral is attracted towards the charged one.
The substance has an overall charge of zero because the number of positive charges is equal to the number of negative charges, resulting in a neutral charge.
It is because it has positive charges (from 2 H) and negative charges (from O), that the charges balance out (negative + positive = neutral) (2H+) + (O2-) -----> H2O
