I would suggest that if your friends family is serious about this, they can become your foster family. That way all will be paid for. You have to go to a family that is accepted by the authorities since you are not 18 yet (usually the age of consent) so ask the family to speak to them.

What age do kids stop birthday parties when they only have family and no friends to celebrate with?

There is no age where a child shouldn't celebrate with their loved ones! If they don't have friends, it's even more important to celebrate their birthday as a family. My family's tradition is to make the child their favorite meal, or go to their favorite resturaunt as a family (seperate from friends). That way, regardless of whether they have friends or not, they can still be celebrated. And it is important to give them birthday presents too! Even if the gifts from the family members is simple, at least it's something. But give your child the option to choose whether they want a party with their friends or not. You never know, their answer might surprise you! When my brother "didn't have any friends" my Mom offered him a party with his friends, and he ended up saying yes and inviting all the people he WANTED to be friends with and he had a blast! For me, I have TONS of friends, but I hate parties, because most of my friends can't afford to get me anything and I don't want them to feel obligated to spend money on me. So I don't have birthday parties with my friends, but love being surprised by my parents when they offer to take me to Olive Garden or Red Robin or McDonalds for my birthday. :)
