These are the most recent PALS (Pediatric Advanced Life Support) Guidelines:
When there is only one rescuer, which is often the case in CPR done outside the hospital, the chest compression to rescue breaths ratio is 30:2 (30 chest compressions, 2 breaths) just like it is for an adult.
When there are two rescuers, as in, one person that can do compressions and one that can do breaths, the ratio changes to 15:2.
In a hospital setting, when the infant or child is intubated (breathing tube down the throat), chest compressions are done continuously without interruption, while another provider at the same time gives rescue breaths with an ambu-bag down the breathing tube, at a rate of one breath every 6 to 8 seconds. This last method would only ever be done by health care providers.
The CPR rate of compressions is 100/minute. That means as you give compressions, it is about 1 1/2 compressions per second. The cycle is 30 compressions, 2 breaths to be completed in 24 seconds.
In adults the rate is 30 compressions and 2 breaths. 5 cycles then check a pulse.
As of the 2010 ECC:
30 compressions to 2 rescue breaths for both 1-person and 2-person adult CPR.
The ratio is 30 compressions to 2 breaths for 1-rescuer CPR.

With 2 rescuers, compressions and ventilations should be done at a ratio of 15:2 for an infant or child.
It is the same for 1-rescuer CPR Adult, Child, and Infant: 2 ventilations to 30 compressions.

CPR is an emergency procedure. A child or an adult may be in in need of it. It is up to you, the person on site. Do you administer it or do you wait and read the rules, you may get sued. You cannot get into trouble for doing nothing and allowing someone to die. You can get into trouble for doing something that may, or may not, save their lives. That is the society and the rules we have created. Tough, we did it.
