You have a problem with the OS. Try booting in Safe mode. If you don't know how to do that on your machine, try tapping the F10 or F12 buttons at startup. Possibly F8, too. Depends on the BIOS. If you have a recovery disk shove that in the drive. Also try unplugging it for a few minutes. If none of this works, switch to Linux.
If you get an error like a Security Warning and it makes you reset it with a countdown then it's probably a virus. Simply scan an AntiVirus and a Spyware program to fix this. When a computer starts up it goes through a form of finger and toes check. This check is part of the basic checks that tells the computer it has all the bits it needs to start up properly. Any computer that is rebooting or restarting continuously cannot get past this check and therefore cannot start properly. When this happens the computer needs to be taken to a Qualified Computer Technician who has the training, knowledge, skills, and experince to find out what is actually going on. They will know the list of reasons why the reboot is happening, what is causing the reboot and what can be done to fix the real problem.
A possible problem of a constantly rebooting computer is a computer virus. You should contact a company like Geeksquad to see if they can fix the problem.
