It depends if they want to hear it or not. Make it as professional as possible. Find better attributes about the school you want to switch to: programs you are interested in, teachers who are concidered knowledgeable for their studies in a specific area, extra corricular activity. Or if it for personal reasons also include that fact that your current situation in just emotionally unsatisfying and why the reasons you want to change are important to you and your future success...
