Actually, any book written by the Báb or Bahá'u'lláh is believed - by Bahá'Ãs - to be revealed by God, and is therefore considered Holy Scripture.
The "Most Holy Book" (Kitáb-i-Aqdas) contains many of the laws and principles, but also what you might call general topics (i.e., it is not just a book of laws).
