Generally, a marching band first learns the music so as to memorize it before setting it to drill, that way the band can better focus on accurately hitting the formation without worrying about which notes to play. Setting drill comes next, usually accompanied by adding in horn moves. Once the music and drill are successfully memorized and combined, the band works on military perfection with the drill and bringing out the dynamics and articulations in the music.
