I'm going to try an answer this diplomatically without getting on a soapbox, haha! I think that government can be threatened when the people it has vowed to protect, support and serve no longer support it. It can be threatened when political parties or outside countries deem it weak and insufficient to sustain itself and it falls victim to attack. It can be threatened when the inner system of the government is unable to function due to differences or crimes within itself.
Thomas Jefferson believed in state rights. he thought that a large federal government threatened liberty and that vigilant states could best protect freedom.
There have been no nuclear weapons launched recently as of August 2013. If a nuclear weapon had been launched, governments of the world would react immediately to protect themselves.
A dog can protect themselves by growling if it is endangered. A dog may also start to bite if it feels threatened.
