I assume you are referring to the Mirror links on the Dwarf Fortress download page. Those are links to download the same file, but hosted on different servers. The purpose being that if the primary download link doesn't work (or works slowly) for you, you can download the file from one of the mirror sites instead.
This is a common practice on websites which host file downloads. It is referred to as "mirroring". You can download from any of the mirror sites and get the exact same file.

all the sound files for TF2 are stored in the "team fortress 2 content.gcf" file located in your steam/steamapps directory. to extract them you need to install gcfscape
