Any person between the ages of 12 and 17 who is enrolled in a public or private school or who has received a special exemption from school attendance is eligible for a work permit. Students who have dropped out or who have been expelled or suspended from school do not qualify for work permits.
The following restrictions on hours of Employment apply to minors:

You have to be at least 14 years old to have a workers permit and have to have your parents sign your papers
The School District of Philadelphia offers workers permit to minors. I'm not sure if that's what you meant though.
