Witing the US, you have to obtain a graduate medical degree. I believe both M.D. (Medical Doctor) and D.O. (Doctor of Osteopathy) offer degrees with specialization in Pediatrics. Once you have the degree you have to also pass the Medical Board exams and then get some specialized experience, usually an internship and then a residency in Pediatrics.
