Can a state pass a gun ban? Yes, but it would considered (by most people) unconstitutional. That's what the Heller lawsuit was about.

If selling the gun is banned, then buying it before the ban is no problem. If owning the gun is banned then it does not matter when you bought it.

There is no UN global gun ban. Even if the UN were silly enough to pass such a mandate, there would be no way to enforce such a ban and it would have no force of law.
There are no rational ones. Banning handguns only causes gun crime to go up, because the citizens cannot defend themselves against gun wielding criminals (who get THEIR guns illegally, and will ALWAYS have guns)
