The question, as currently formulated, seems to be based on the assumption that there were various options for effective intervention, but that 'nobody' could be bothered to intervene. I think one needs to ask first of all: What practical options for intervention were available? Bear in mind that the actual Holocaust took place deep inside German-occupied territory. Even if the Allies had made ending the Holocaust war aim #1 it is unlikely that they could have stopped it.
