I think there should be a distinction made between whether or not one cannot give their tithes and one who will notgive their tithes. There is a story in Mark 12:42-44 of a poor widow who threw in two mites (coins of very low value) and Jesus said this widow had cast in more than all they which have cast into the treasury. In other words, she was financially broke but her tithe reflected an outward expression of an inward reality that you cannot out give God. It did not reflect a strict adherence to the Law. Recall how Jesus chastised the Pharisees' (strict adherers of the Law) tithes in Matthew 23:23 because they ignored the weightier matters of the law; judgment, mercy, and faith. Research shows that today's Christians do not give 10% regularly and some give little to nothing at all. It is possible that some do not tithe because they are uncomfortable, suspicious, or resentful of their church or Pastor when asked for money. Or, they simply do not trust their money is going to be used for God's purposes. Others have replaced tithes with the Doctrine of Giving. 2 Corinthians 9:7 says "Every man according as he purposeth in his heart, so let him give; not grudgingly, or of necessity: for God loveth a cheerful giver."
Normally tithes are given on income, not gifts. A love offering or thank offering is appropriate, if you wish, to show gratitude to God for His blessings, at times in forms of gifts from others.
Yes he does but we cannot give it to you for private reasons.

God will return your tithes a hundredfold. Once you give, he will restore it. :)
In the Bible, tithes refer to giving a portion (typically 10%) of one's income or possessions to support the church or religious community. This practice is often seen as a way to honor God and support the work of the ministry.
