Verona, Italy Two households, both alike in dignity, In fair Verona, where we lay our scene,
Actually the words are "In fair Verona where we lay our scene." This is part of the Prologue, a sort of introduction to the play. The "we" here are the actors who are putting on the play. "Lay our scene" means that this is the setting for the play. "Fair" here means "pretty". The line means something like "in beautiful Verona where our play is set."
In Ithaca, described many times as "Fair Verona", Verona being the settlement.
"In fair Verona, where we lay our scene…" Verona is a city in Italy.
"In fair Verona" cannot be paraphrased much. You could substitute a synonym for "fair", like "pretty", "lovely", etc. but it wouldn't make it any clearer. "Where we lay our scene", could be put into the passive, like "where our scene is laid", or more colloquially "where our scene is set." An advantage is that "In fair Verona where our scene is set" is still in iambic pentameter, so you wouldn't lose the rhythm. You do lose the rhyme with "unclean".
Their town is Verona. Its located in Italy, understand? You should go there and see their home.
"In fair Verona, where we lay our scene."
