According to the old black & white TV series, Superman was faster than a speeding bullet. Besides Superman, many things can be faster. However, light is always the fastest traveling thing, being MUCH faster than a bullet. Some airplanes and missiles can travel faster than some bullets.

The phrase was actually "Faster than a speeding bullet, more powerful than a steaming locomotive". This was the voice over to the opening sequence of the Superman cartoon in circa 1967 on television. Just for clarification though, the phrase was used in Action Comics #1 from 1938, which is the issue that Superman debuts in, 29 years before the television series and is considered canon above all other sources.
