Yes:In season 2, Episode - It's Only A Paper World Brain creates "Chia Earth", a full sized replica of earth made out of paper mache and convinces the entire population of Earth to relocate to his "Chia Earth" with the promise of FREE T-SHIRTS! His plan succeeds and Brain crowns himself the new ruler of the world (although he and Pinky make up the entire population). However, Brain's rule is soon ended when a meteor collides with the real earth and he and Pinky are forced to flee to the newly populated "Chia Earth".

There are a number of fictional mice that may fit that decription but the first that comes to mind is 'Brain' from the cartoon "Pinky and the Brain" who always has some scheme to take over the world .'Brain' has pink eyes and a crooked tail .

I had the same thought, but it is actually Maurice LaMarche, a prolific voiceover artist. His most famous roles include The Brain from "Pinky and the Brain," Kif from "Futurama" and... ALEC BALDWIN in "Team America: World Police." Seems like he's getting a lot of mileage out of the impersonation.
