Only veterans who have served in an overseas combat zone may join the Veterans of Foreign Wars. Veterans who served during any war, not necessarily in combat, are eligible for membership in the American Legion.
They are people who have or is serving their country. Veterans are just like anyone else; except they happened to serve in the military at one point in their life. I am a veteran of the Vietnam War. I went on after Army life to a full career in other areas and retired from that career just as any other worker might do.

Well, those who fought in a war are going to be military veterans. However, not all military veterans fought in a war. The term typically used is combat veterans.

It depends on the situation. The Veterans of Foreign Wars considers the Expeditionary Medals evidence of engagement in combat for purposes of membership.
