Each county has slightly different license requirements, but yes licensing is required. Most counties consider seal coating a contractor specialty which falls under a Certificate of Competency. These are issued by each respective Florida County. Any of the following Certificate of Competency licenses will cover seal coating: State of Florida Certified General Contractor, Certificate of Competency - General Engineered Construction, Certificate of Competency 3A - Major Roads, Certificate of Competency 3B - Minor Roads, Certificate of Competency 3D - Sealcoating, Certificate of Competency 3E - Surfacing. Any one of these classifications is able to file for and obtain permits. Not there are many small mom and pop, traveling / seasonal and fly-by-night operations out there, and some actually do pretty good work, but most are just scam artists trying to make a buck before moving on. Unless you are working on medium to larger projects you might well be able to fly under the radar, but it's really not a good idea. Here just recently there was a news article about a sheriff's office sting to catch non licensed contractors in Broward County, several were arrested for contractor fraud.. Something to think about.
