There are some eastern Rites that Baptize and Confirm infants at the same time and immediately give them Holy Communion, I'm discussing Latin Rite Catholics here. Finally, you should be of an age where you choose to be confirmed, have been instructed sufficiently in the faith, and have recently made a good confession. If you receive the sacrament when you are in a state of mortal sin, you do not receive the grace of the sacrament. It is still given, but the grace will not be there while you are in a state of sin.

To receive confirmation one must have been baptized into the Catholic Church, have received their first communion, have recently been to confession, and have taken the classes leading up to confirmation to truly understand their choice and their faith.

The answer varies from Diocese to Diocese but generally speaking: a person must be a Baptized Christian, receive both the sacraments of Holy Communion and Reconciliation and be of a certain age. The age requirement is probably the most varied, some places do it early on and others require waiting until the teenage years.

In the Catholic faith - First you must be baptized, then confession when your old enough, then you receive holy communion , then confirmation- however the only requirement is really baptism. Since the sacrament of confirmation completes the sacrament of baptism. Confirmation is the sacrament of maturity and coming of age.

It depends on what Rite you are in. In all the Rites except the Latin Rite (and perhaps the Maronite, not sure) Confirmation is given immediately after Baptism to week old infants. In the Latin Rite, it is up to the Bishop, Confirmation usually being given after the age of 12 or between 12 and 16.
