Not unessesary. The ESL teacher talks in English and tries get kids to understand. But there are time where teachers need to speak there own language so it not really nessesary.
First you need your college degree then they will raise it a little bit. Afterwards you have to work as an ESL teacher for years and then they'll raise it to a few percent.
