This is a tricky question. Asking "What are the rules of vipassana?" is kind of like asking, "What are the rules of baking good cookies?" Its just a bit weird to think that "baking cookies" has rules. Different chefs will suggest different recipes to follow, but there are so many types of awesome cookies, there isn't just one way to make them.
However, there are some basic principles that help you spot what a cookie is. (it obviously has to be somewhat sweet, and can't be too big, otherwise its a cake!).
Likewise, there are two basic features that pretty much all vipassana traditions share. And here they are:

The only correct way to devote your life to the Buddha is to follow what he taught. He taught a practical meditation technique called Vipassana Meditation to experience the impermanence of everything including you -- meaning your body and the mind. This is the crux of his teaching. You are fortunate that you can learn this technique by joining a ten day residential Vipassana Course. These courses are conducted across the globe without any fee. All expenses are borne by the meditators who have learned this skill in the past. If you have "experienced" impermanence inside you and lead a life staying with this feeling, you are actually following what the Buddha wanted you to learn. Reading Tipitakas or worshiping an idol of Buddha is fine for inspiration, but practice the technique rediscovered and taught by him. Google search for "Vipassana" will show the places near to you where you can join the course. The headquarters of Vipassana International Academy is in India at Igatpuri near Mumbai.
