Backwards-compatibility is already built into Windows Vista and Windows 7. There's nothing that you can install to aid in compatibility if running the program in Comaptibility Mode does not work.
You can install so called Microsoft Virtual PC on your Windows 7 and use all your programs under Seven. Seven has own appearance, it looks better than vista.
I don't think that there is, sadly. You can look for similar programs, but I don't believe that Ghost Mouse for Windows 7 is out. Hopefully there will be, because I want it too lol.

Many programs, both free and by cash can run a virtuall windows on most Mac's. I will how ever suggest Bootcamp and installing Windows at side of your Mac OS.
