One of them leads to Mt. Silver, the area where Red awaits you. Red represents Ash from the Pokemon TV show, and has a team of Pokemon around level 80 of a Pikachu, Snorlax, Charizard, Blastoise, Venasaur, and a sixth one (cant remember which). You need almost every HM to get up to him adn you can catch Pokemon here you couldn't anywhere else. You can fight Red again each time you defeat the elite four. I don't remmeber where the other path goes.
go to the Pokemon league. there is a room where a guy "checks" to see if you have all 8 badges. in that room, there are these 2 guys blocking two paths. the guy on the left is blocking mt.silver

Talk to an old man in Pewter City on the raised bit of land. He gives you a silver wing, then go to Whirl Islands, make your way deep into the caves. Until you find some obvious paths down (especially a long slope), I think there is a man who verifies that you have the silver wing. Follow the path and you have Lugia
I recommend the paths where Pokemon already have higher levels (like down from Blackthorn City), Mt.Silver, Dark Cave (Blackthorn city side), and ofc Victory Road. Best is to train them in places where Pokemon type matters, like water or grass type is easiest to train in caves because rock Pokemon are weak for those types. Fire Pokemon beat grass types easily so grass paths are best for them. Electric-types are easy to train in water, and high-leveled tentacools and tentacruels can be found all over the place. Best train for Pokemon is Pokemon league itself, as long you make sure you save all your money to your mom / spend it in potions etc. and just go and fight, pokemons grow levels while you win but if you happen to lose, there's no money for you to lose, and happiness points that lowers everytime your Pokemon faints, you can always gain back to your pokemons.

You have to talk to Professer Oak after beating Blue. He will give you the HM Rock Climb.
after you beat the champion go to kanto and win all 16 badges then go to prof oak and he will give you hm rockclimb and let you got to the victory road gate and the paths to veridian and mt silve will no longer be blocked.
