Qin and Han dynasties are two consecutive dynasties that date back to 3 century BC.
Han adopted most of Qin's system and convention until later years of ruling.So the similarities may only make sense when comparing Qin and early Han.
Major similarities between them:
1. Similar legal system
2. Same hierarchical and bureaucratic systems.
3. Same clothing traditions.
4. Similar attitudes to businessmen.
5. Similar military organizations and officer systems.
These are some main points, but the legal system seems to be most similar between the dynasties, because the Han dynasty adapted most of the policies of the Qin dynasty.

The Han dynasty retains the centralized bureaucracy and unified political system of the Qin but adopts and grafts upon this the Confucian view that government should be run by educated, ethical men.
The Qin and Han had very similar laws, and had practicaly the same bureacracies. they were both mostly legalist even though the Han called it Imperial confucinisim. it wasnt confucist at all.
