A semiarid climate is dry most of the year. Most of the plants are low, a foot or fraction of a meter high. Frequently grass is the main plant. Trees are mainly found near stream beds. A tropical climate is warm year around. You can have a semi-arid tropical climate where some of the trees in the stream beds are palm trees. You can have a tropical climate with a jungle. You can have a semi-arid climate with trees that lose their leaves in winter. The two are simply different.
