There are practically no dissimilarities between flash memory and floppy disk.

Both media store the data in bits, however the method in which this is done is completely different. Floppy disks store data on a moving plater using magnetism, the data must be physically accessed by the read head. Flash memory stores the data as charge and can be accessed by directly addressing the memory. Flash memory has no moving parts, it is durable and data corruption due to external factors is practically non existent.

To read a floppy disk, you insert a floppy disk into a floppy disk drive. Not all computers have floppy disk drives. Typically desktop computers or ones that stand on the floor have floppy disk drives. New machines today allow a USB thumb drive (USB flash memory storage device) to be used in place of a floppy drive. All modern computersy have USB connections. Floppy disk disadvantages?

Mainly lack of capacity. A floppy disk is usually 1.44 MB. Modern flash drives, hard drives, etc. are in the gigabytes and terabytes ! You can still use a floppy drive (I have a USB external floppy drive), but it will become more difficult to get new floppy disks as manufacturers abandon a rather antiquated media.

Why doesn't my floppy drive work on my HP windows 98?

The drive might not be recognizing the floppy disk. Start up your computer, and go to the BIOS menu (usually you have to press f2 or f3), and make sure the optical drives are enabled. Also consider using a flash drive instead of a floppy disk.
