But i have heard people get away with it by pacing down the road fifty steps or something and hiding your keys leaving your car unlocked, the excuse is that you've lost your keys, so you drank some beer and plan waiting to be picked up or sleep the night or something because its unlocked.

I think that your landlord is scamming you, lost the keys, or either don't want to give you the keys. You better ask your landlord about whats happening. Also, if your landlord won't give you they keys within 5-7 you can sew them with all your right and power.
