By Move Tutor, the strongest move is Draco Meteor (Power 140 + STAB) By TM, the strongest moves are Giga Impact and Hyper Beam (Power 150 on both)
Because Dragon types are only hurt by Ice type moves and other Dragon type moves. If only Ice type moves hurt them, they would be too strong. it depends what it knows when it is a gabite.but some of the strongest moves it can learn are(from best to worst):draco meteor,dragon rush,earthquake,dragon dance,twister(good in double battles or when you,re vs.ing a dragon type.),dragon pulse,outrage and dragon rage(one of garchomp's WORST ATTACKS because it only does 40 damage unless super effective or critical hit.that's it i guess.next time!

Dragon Pokemon are weak to ice and dragon type moves, and resistant to electric, fire, grass, and water type moves (By resistant I mean that when those type moves hit a dragon Pokemon, they will only do half the damage that they normally would). (This answer only applies to pure dragon Pokemon. Extra types such as flying/dragon, will have more weaknesses and strengths.)
She teaches Draco Meteor one of the strongest Dragon type moves around. But every time you use it though it gets weaker but not by much and it might lower other moves too but it's totally worth it!
