When a car wheel is out of balance it will cause the car to vibrate at certain speeds. You may (or may not) feel this in the steering wheel. Normally the vibration will not happen at all speeds. From a start as you go faster and faster it will begin at some speed and get worse and as you increase speed to some point, after wich as you go yet faster it will subside again. In my experience the vibration is worst somewhere between 40-60 MPH. If the vibration happens a low speeds it's not likely to be wheel balance.
One way to determine if you have an out of balance tire is to let a friend drive behind and beside you. Tell him on your cell phone when the vibration becomes obvious. If the wheel is out of balance it will begin to bounce up and down rather than just roll smoothly on the ground.
