The largest source of ground level ozone is via photoproduction from combustion byproducts. NOx (exhaust), VOCs (unburned fuel, and exudants from lifeforms), and visible violet and more energetic light all combine to produce ozone. Most electrical transmission lines and appliances also make ozone. Lightning makes ozone. Welders make ozone. Ozone is used in a number of industrial and municipal processes in some cities, but the offgas from these processes is supposed to be captured and converted back to oxygen. (Note these folks also have monitors to make sure they do this.) Ozone in the troposphere can result from downwashing of stratospheric ozone as winds pass over high mountains. This is often noted on the leeward side of the Rockies
