After WWII in England to cut down on the number of Prince and Princesses they decided that only children of males directly in line to the throne can be Prince and Princesses. This is why Prince Andrews children are Princess while Princess Anne's children do not have any titles. The one exeception to this was when the current Queen Elizabeth gave birth to Charles and Anne. Because the way the rules were set up Charles and Anne would have been styled Lord Charles and Lady Anne Montbatten-Windsor, but because Elizabeth and Charles were and are the heirs to the throne Charles and Anne are Prince Charles and Princess Anne.
