First, in a single republic all of the power is given directly to one government, which is divided into separate departments. In a compound republic, the power is first divided between two distinct governments, federal and state, and then subdivided in departments again. A double security gives more rights to the people as the governments will control each other.

Second, government must not only guard against oppression of rulers, but to guard against the oppression of the majority. The rights of the minority can be insecure if the majority unite, so in America, the people are divided into many parts and interests that h the rights of individuals will not be in danger.
