Possible sexual abuse or harassment, date rape, teen pregnancy, STD's are just to name a few.
They are not 'consequences', they are 'possible consequencies' and I'm sure you realised you responded to a different question.
Mainly, STIs and pregnancy. Make sure to use protection, and if you are a woman, talk to your doctor about Birth Control as soon as you become sexual active, or if you plan on being sexually active.
Keep in mind that it takes about a month for birth control to work properly in your system, so until that time, make sure to use a secondary form of birth control, such as a condom. In fact, it's better to use a secondary form at all times anyway.
Get tested regularly, and when entering a new relationship, it is perfectly acceptable for you to request your new partner to get tested as well.
If they refuse, then they obviously don't respect you enough to ensure a healthy sexual relationship, and are therefore not worth it :)
Since you may not always be prepared, have an extra condom or two in your purse (ladies), especially if you are going out and will be drinking. We often make bad calls when we're drunk, so it's better to be prepared than have the worry the next morning. However, don't carry them in your wallet or any place that friction can affect the wrapper. I recommend an empty make up compact.
The problems that sexually active teens may face are:
1. Pregnancy (if female) and pressure over what to do about it.
2. Paternal responsibility (if male and partner becomes pregnant).
3. Loss of honors if caught by school faculty or if there is a pregnancy.
4. Punishment at school over home or summer behaviors (in some districts).
5. STDs, particularly if they are lax in their protection.
6. Bullying, particularly if having gay sex or the bullies are prudish.
7. Guilt over their sexual activities.
8. Legal trouble if they are sharing their sex photos/videos.
9. Rivalry violence if multiple teens are sharing a partner.
10. Being victims of malicious sexual gossip (can happen if you don't have sex too).
They feel that they are forced to and they are faced with the possibility of being pregnant as a teenager

The most notorious problems regarding sex as it relates to very young people remain the real possibility of them acquiring sexually transmitted diseases and/or producing children.

they can be sure, they should just be safe as to not get a pregnancy and it should be legal.
That's a hard question - who am I to decide on that? But I would think illegally sexually active with contraception is still better than illegally sexually active and pregnant, so if this is a vote I would go for "yes".
because teens are generally more sexually active than older people
It depends what country you are in. In America if I am not mistaken its about 34% in Europe most of the rates are closer to 70%.
No and yes. No is if the boy or girl is in its 40s and your in your teens, and yes that's when they are only a few years older.
