It depends what you mean by "necessary". There is a choice of different systems for (classical) predicate logic, but they all give the same results. It can be a derived principle. It is even possible to introduce "for all" as a derived symbol, and only have "there exists" in the basic system. There are rules on gear, and rules on the bouts. and pretty much everything that came up in a match over 100 years, and they are still making rules almost every year. It a sport that changes over time, and we do go back to old rules sometimes. So you have to get checking the rules.
