In fact, laws can be establish because of values. People creat laws depending on the values of their society, so values change laws.
Because laws do not function in a vacuum, it is important that community will be committed to following the laws, and feel that the laws are relevant. At the same time, it is not advisable to always pass laws based on the values of the people because people may be racially biased for example. It would not be right to accommodate such biases in law making.
