In the US, there are three branches of government, each with its own important functions. The legislative branch, better known as congress, is the only branch that can make new laws, or change existing laws. Congress also has the power to levy taxes, and it can also pass spending bills to keep the government operating. Congress can over-ride a presidential veto. And congress has the power to declare war.
