Well one is for the fish/whatever marine life, it actually helps them steer themselves through the water. They also can help the fish to stop suddenly when needed. A few others are also to help them move forward or turning. :)
A water rocket should probably have three to four fins.

Scales are the fishes protection and they serve the same/similar purposes as fur or hair in mammals. The fins are used for balance, propulsion/locomotion and display as are the limbs in mammals
A paper rocket typically has three fins, though the number can vary based on design preferences. The fins are usually positioned at the base of the rocket to provide stability during flight. Some designs may include more or fewer fins, but three is a common choice for balance and performance.
No stupid only three TLC
Gills, mouth, fins
Gills, mouth, fins

Surfboards can have either 2, 3, or 4 fins. Some riders use just a single fin. The majority of riders use three fins.
Two fins - placed exactly opposite each other - will still allow the rocket to 'wobble'. Three (or more) fins equally spaced provide stability.
Discuss three important purposes of evluvation?
It simply has 4 fins one on the top of his body 2 at the side of its body and 1 at the back of his body
