At the present time, the leading theory about the source of the water in the world's oceans is that it was brought to Earth by comets which crashed into the planet, billions of years ago. Theory #2, when the Earth was formed out of gas, dust, and assorted debris from the interstellar cloud of which the entire solar system was originally formed some four and a half billion years ago, there was water mixed in with the rock which formed the mantle, but the water was heated into steam and driven out of the mantle through volcanic eruptions, billions of years ago. Theory #3 is that the Earth originally had lots of hydrogen in its atmosphere (much like the outer planets which still do have lots of hydrogen in their atmospheres) but then as plant life invented photosynthesis and started pumping out free oxygen, the oxygen gradually combined with the atmospheric hydrogen, forming water. Voila.
