A transition metal is a metallic element with the possibility of variable valencies and an incomplete d-shell. The incomplete d-shells allow electronic excitations when bonded to other non-metals liberating a wave length which is generally in the visible part of the electromagnetic spectrum. Thus having highly coloured compounds.

From what part of the periodic table do the elements forming colored ions come from?

Elements forming colored ions often come from the transition metals in the d-block of the periodic table. Transition metals have partially filled d orbitals which can absorb and emit light, leading to the formation of colored ions due to electronic transitions within the metal atom.
