(given to you i believe by a man) and in Icefall Cave (wild while Surfing). you will find them in the rear of the cave and the encounter rate is about 1%. and to add to it, its catch rate is only 45 :/ so you're gunna need some strong pokeballs and alot of them to catch this beauty [:

Also a fun fact about them. Lorteli (that's how i believe its spelled) found her lapras in the icefall cave when she was a child. She was rescued by it and it brought her ashore. That's when she woke up and tossed a pokeball at it and caught it.
