Article [I.]Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

In other words, Congress can make no law (either for or against) any establishment of religion (i.e. the church or any other religious establishment). They can not make any law prohibiting the people from speaking their mind concerning anything. They also can not prohibit the people from peacefully assembling in any place or to prevent them from speaking out about what the government is now doing, plans to do in the future, or that it has already done.
