When you go to Yulgar, ("/join Yulgar-####" Change '####' into any 4 numbers you want.) You go upstairs to the little changing room on the left. From there, you should see both Armor Customization, and Character Customization.Aside from the Armor Customization ability, you need to make sure that the armor itself says in the description that you can change its color.
