You will need the 7th and 8th Gym Badge, which belonged to Candice of Snowpoint City and Volkner of Sunyshore City.

You have to beat the elite four then go to Kanto and beat all of their gyms to use rock climb.
Well, if you really want to explore - you need SURF, WATERFALL, ROCK CLIMB, ROCK SMASH, and I think STRENGTH. If you want to just get to Red, then all you need is ROCK CLIMB. =]
Mt. Silver need rock climb + surf + waterfall Moltres

When you enter mt. silver, DO NOT go up the rock climb that you see when you enter, instead surf in the water and go up the waterfall, keep surfing until you see a place where you can rock climb,then rock climb down when you find another place to rock climb, then surf and go up the waterfall, then you find a place with steps and a cave, go in the cave and go on one last rock climb and you will find moltres, it is level 50 and once you caught it use an escape rope, the HMs you need are surf, waterfall, and rock climb
Hm08 is rock climb not waterfall. Hm07 is the move waterfall

The HM Rock climb can be found on route 217. The icicle Gym badge is required to use Rock climb outside of battle.
First, you will need Surf, Rock Smash, and Rock Climb (and Waterfall if you want to climb the waterfall). Enter Mt. Coronet from the Hearthome City or Oreburgh City side. Make your way northward through the cave. You will have to go outside in the snow at one point. Keep rock climbing till you find a cave that leads back into the mountain, and the next room should have the waterfall.
