if after weakening it fails, put it to sleep and if you are on VBA save it just before using your ultra ball and just keep trying and trying. make sure that rayquaza is on its lowest health possible and make it sleep so it cant use rest to regain its hp. you will need loads of ultra balls and if it just wont work, use your master ball. I caught groudon kyogre and rayquaza with an ultra ball.
