What were the military actions of US President Lincoln after the Battle of Antietam?

US President Lincoln was totally frustrated by General McClellan's failure to allow Robert E. lee's Army of Northern Virginia to cross the Potomac River and retreat back to Virginia. Lincoln's next step was to order General Ambrose Burnside to destroy Lee's army in Virginia. Lincoln believed that Burnside would fight rather then delay. The Northern press urged the Union to advance upon Richmond. Lincoln was certain that Burnside's superior number of troops would simply destroy the Army of Northern Virginia. One huge coordinated assault would be successful and the War would soon be over.Burnside had an army of 114,000 troops and was ready to cross the Rappahannock River at Fredericksburg and be positioned between Lee's army and Richmond. Burnside was sure that lee would not have enough time to gather his dispersed forces in time to mount defensive actions.By the time the pontoons were ready to transport Burnsides troops over the river, Confederate forces of General Longstreet and Stonewall Jackson were able to join Lee, creating a Southern force of about 73,000 troops.Lee had a plan to defeat the oncoming Federal offensive. He basically allowed Burnside to occupy Frederickburg and withdrew his forces to Marye's Heights, protected by a stone wall and defensive entrenchments.Above the infantry, Lee placed his artillery and reserve troops.Burnside's commanders advised against an assault, but Burnside was not convinced. To add more problems, Lincoln ordered Burnside to make a direct assault.Instead of a coordinated attack, Federal troops attempted to climb the Heights in 12 successive waves across an open field. Confederate forces reduced the federals with an onslaught of gunfire. As each assault failed, Union troops broke rant and ran. In retreat, the fleeing Union troops were hit with Confederate gunfire. Not one soldier reached the Confederate defensive wall. It was a terrible decision by Burnside and Lincoln to make that frontal assault. As an aside, both Jefferson Davis and Abraham Lincoln often became too involved in military tactics. Fredericksburg is just one example.

What does the word merciless fusillade?

A fusillade is a burst of gunfire (from the French fusil, a rifle). Merciless means without mercy. So a merciless fusillade is a burst of gunfire without mercy. Clearly there is some metonymy (It is actually the gunners who are without mercy, not the gunfire) or personification (the human quality of mercilessness is attributed to the gunfire) going on here.
