You can see water vapour in the air, as when a kettle or pan boils, or when you breathe out into cold air. It depends on the temperature balance between the vapour and the surrounding air.
It is impossible for the water vapour in the air to be at a different temperature from the air of which it is a part. However warm air can hold more water vapour than cool air. Thus when air is warming up there are unlikely to be any clouds (clouds are caused by water vapour condensing out of air).

When water heats up, it rises as vapor and as temperature drops at high altitudes, the vapor condenses and becomes clouds. With time, the condensed water soon liquidifies and becomes rain.

When the sun evaporates water from the earth's surface the water vapour rises into the air. As it rises the air becomes colder.When the water vapour becomes cold enough it condenses (like water on the outside of a cold drink) to form liquid water again. These tiny water droplets form clouds. When enough of the droplets merge together they get too heavy to float and they fall as rain (precipitation).

As the air cools, its capacity to suspend water vapour decreases, and it may approach one hundred percent relative humidity, also known as dew point. Dew point is the temperature at which water vapour will condense in air at a given pressure. The condensed water vapour will form clouds, which may cause precipitation.

the humidity condences and you get pure water. the air can only hold a certain amount of water vapour, that amount rises with temp so when you cool the air you can have excess water vapour which will condence to liquid water.
