Apostle Paul was a strong believer in theocracy, Romans 13:1 - "Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.", 1Corinthians 11:3 - "But I would have you know, that the head of every man is Christ; and the head of the woman is the man; and the head of Christ is God."

Democracy is a product of Greek philosophy, and is not supported by any Biblical teaching. What The Bible does teach, is that every form of human government is destined to fail, and in the end God will set up His government that will endure forever. Isaiah 9:6,7 - "For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counsellor, The mighty God, The everlasting Father, The Prince of Peace. Of the increase of his government and peace there shall be no end, upon the throne of David, and upon his kingdom, to order it, and to establish it with judgment and with justice from henceforth even for ever. The zeal of the LORD of hosts will perform this."
